　　这道题不难，环境类，但要注意双方观点的表述：“个人该负主要责任”，“该负主要责任”，G友们如果把中心句直接写成“个人可以做什么去解决环境问题”，就不切题了。
　　DG类的题目，个人观点可以有两种，一是偏向一方，二是都同意/都重要。DG类题目的写作结构，可以采用4段式，开头段改述题目并给出个人观点，主体段1论述一方观点的原因/好处/合理性，主体段2论述另一方观点的原因/好处/合理性理由1，结尾段概括全文/重申个人观点。

　　个人立场：人们对谁该为环境保护负主要责任有不同看法。虽然个人应该负责保护环境，我觉得要负主要责任。
　　主体段1：认为个人应该为环保负责是合理的，因为人们的一些行为造成了环境问题。他们可以采取各种行动去减少自己对环境的影响。
　　主体段2：应该为环保负主要责任，因为它能更有效的解决问题。如何有效解决。
　　结尾段：我觉得个人和都要负责，应在保护环境方面发挥主要作用。

　　People have differing views with regard to the question of who should be responsible for protecting the environment. While individuals should play their part in environment protection, I believe that governments should take mainresponsibility in this area.
　　Individuals should be responsible for looking after the environment in order to reduce the damage they have caused to the planet. One of the most serious environmental problems in the world these days is the increasing amount of household waste that iscontaminating water and soil. If average people couldtry to reuse and recycle as much as possible, there would be much feweruseless products end up in landfills and then cause less pollution. Similarly, the poor air quality in cities is mainly becasue of the overuse of private cars. Drivers can help to improve the air quality by using more public transport.
　　On the other hand, I agree with those who argue that governments should take main responsibility for protecting the environment. Governments are able tosolve environmental problems in a more effective way. Theycould introduce laws to limit emissions from factories or to force companies to use renewable energy from solar, wind or water power. They could also impose ‘green taxes’ on drivers and airline companies. In this way, people would be encouraged to use public transport and to take fewer flights abroad, therefore reducing emissions. In addition, governments could also encourage people to recycle more by promoting wasteclassification.
　　In conclusion, while I agree that individuals should be responsible for environmental protection, I would also argue that governments should take main responsibility for looking after the environment as they can introduce strict lawsto solve environmental issues effectively.
