Itsnegative effect is obvious. The indifference of some public servers tothe appeals from tax-payers is eroding citizens' trust. Meanwhile. theirempty talk and sluggish work are disheartening. Although the centralgovernment does formulate some policies for officials at various levelsto come closer to the people，there is still a lag between formulationand implementation of these policies. 　　Under the current circumstances the crucial issue is:how to makecivil servers more responsible to people's problems? A feasiblesolution. as far as I am in a more democratic society inwhich people are granted rights to assess and supervise thegovernment performance.
