　　1 Creating more jobs for unemployed worker;

　　For most government leaders, to promote social and economic progress is usually the top priority. Facing the ultimate goal of assuring the prosperity of the country, government officials have different approaches, like reducing unemployment rate, developing agriculture and promoting real estate market. In my mind, the most effective method must be generating more job opportunities.
　　To begin with, the measures taken to create job opportunities will comparatively benefit a large population. At present, it is a global phenomenon that many countries have to confront the challenge and threat of economic crisis caused by factors like trade conflicts, fluctuation of crude oil price, etc. As a result, the unemployment rate either maintains at a high level or keeps soaring at a rapid speed. The loss of jobs and stable incomes will trigger off a series of social problems or even threaten social stability. As people gradually lose hope to future, there will be an increasing crime rate. Therefore, to maintain a low unemployment rate is critical to whole society. On the contrary, the development of agriculture and real estate cannot absorb that much labor force, and hence less effective in ensuring social prosperity of a country.
　　Secondly, to help people maintain job stability is actually more essential to people’s happiness. With a decent job and satisfied salary, people are surely more confident and dare to improve living standards, such as investing in a big house, buying a desirable car and having an expensive trip. Take Switzerland as an instance. In Switzerland, the living cost is much higher than that of surrounding countries. But, most Swiss people are happy and lead an affluent life thanks to the low unemployment rate. In addition, only when people have stable incomes and hence purchasing power can they spend the money in foods and houses. In return, the strong purchasing power will contribute to a prosperous economy which means more job opportunities and thus a virtuous cycle. Otherwise, no matter how much the food price and house price is lowered, it is still unaffordable to citizens with no jobs.
　　To sum up, the top priority of government leaders is to generate more job opportunities and lower unemployment rate for the country, instead of promoting agriculture or increasing access to affordable houses.
