Hint #1: Your opinions aren't important. How you respond is. That means you should focus your preparation on key phrases and strategies to handle difficult issues.
Hint #2: The examiner isn't interested in knowing your opinion, only your English ability. If you have no opinion, try to talk about other people's opinion on the subject instead.
Hint #3:Hesitations are very bad for your IELTS Speaking score. Use filler expressions to avoid any long silences.

Opinion
One thing you should not do is start every sentence with 'I think…' or 'In my opinion…'. The IELTS examiner will be looking for how you vary your language.
Below are a number of ways you could do that:

If you feel very strongly about something you could use:
I'm convinced that….
I'm certain that….
I'm sure that….
If you are less sure about your opinion you could give a weaker opinion by using:
I guess that/it/I…
I suppose that….

Example Question:
What are some of the ways people can help others in the community?
Well, first of all, I think people should be nice to each other and if a person has extra time, I feel people should volunteer. For example, whether it's helping the elderly, or teaching kids, or even looking after animals, as I see it, all can contribute to a better community. In addition, being civil and law-abiding may not actually help people but it helps the community remain robust and civilized and that, in my opinion, helps everybody.

In these kinds of questions you will be asked what you think about someone else's opinion. We will therefore need to use expressions that allow us to agree or disagree.
(This is not a 'happy happy' exam. Feel absolutely free to disagree!)
For agreement we can use:
I couldn't agree with you more.
That's so true.
That's for sure.
That's exactly how I feel.
No doubt about it.
I suppose so. / I guess so.
You/they have a point there.
For disagreement we can use:

I'd say the exact opposite.

Remember that you will have to extend your answers with explanations and examples.
Example Question:
Some people say that people helped others more in the past than they do now. Do you agree or disagree?
I agree. When it comes to my parent's generation I think they were quite giving about helping other people in the community, but for my generation, I feel we have become skeptical about helping others, especially strangers as you never know who genuinely needs help and who doesn't. However, on the flip side, I know many young people regularly volunteer such as volunteering for various environmental and charitable organisations. Despite this, it seems to me that back in my parents' day, the community spirit was much stronger.
