　　Researches into new types of medicines and treatments are essential for improving health and dealing with diseases. Who do you think should fund these researches: private companies, individuals or governments?
　　Illnesses, chronic ones due to unhealthy lifestyles oracute ones caused by viruses orbacteria, have long beenone of the greatest threats to humanity throughout history. The key to combat them lies in the financial influx in the research and development of new medicines and treatments, which, in my opinion,should come from both governments and private companies but not individual citizens.
　　Most ordinary people's monetary resources are too limited to support these research projects. To ensure the quality of clinical researches or testing newly-invented medicines, advanced medical facilities, ranging from sophisticated apparatus to specially-designed medical bases, animal subjects, and pharmaceuticalexperts are usually required. Yet, all of these are beyond most working persons' affordability. Besides, by paying tax to the country, individuals, in fact, are already contributing their part to this campaign. After all, a certain proportion of the fiscal revenue that can be allocated backto diverse social aspects originates from citizens'income tax.
　　In comparison to individuals' indirect contribution and pharmaceutical companies' profit-driven business strategies, government funding is more likely to guarantee the benefits of the breakthroughs in pharmaceutical products and healthcare technologies to the public. Financially supported by fiscal budget, the patents of new vaccines or the therapiesare state-owned. In other words, they can be manufactured, priced, and introduced to the market in accordance with taxpayers' interests and affordability rather than for maximizing the monetary gains. In a larger picture, this can notonly prevent orcontrol an outbreak of highly contagious epidemic, but also lower the fatality rate simply owing to pricy medicines. In briefgovernments' participation is an irreplaceable fromof welfare to promote citizens quality of life and health.
　　Despite governments' crucial role, it must be stressed that their budget is not infinite. The financial need for installing the latest equipment andemploying world-class pharmaceutical professionals in all medical fields could be enormous and unrealistic forthe national treasury to bear merely. For this reason, the investment from the private sector in some areas irrelevant to fatal diseases is a complement. As for the less deadly diseases or health problems, such as influenzaand obesity, the cures developed resource-capable companies only offer a more potent alternative to those who could afford, whereas others can still choose to rely on the cheaper or free medical means provided by the state. At the same time, some commercial pharmaceutical or health products, such as anti-aging pills, can be launched to satisfy some customers' demands.
